In a major update, the Bihar Public Service Commission (BPSC) has rescheduled the 70th Combined Civil Services Preliminary Examination. Originally set for November 17, 2024, the exam will now be held over two days, on December 13 and 14, 2024. This examination is expected to be the largest in BPSC history, with recruitment for 1,957 positions.
Exam Rescheduled: Official Notification Sent to District Authorities
The online application process for this recruitment started on September 28, 2024, and will end on October 18, 2024. In an official letter, the BPSC has informed all district magistrates (DMs) about the change in schedule, mentioning that the exam has been rescheduled due to unavoidable circumstances. The revised exam dates are now set for December 13 and 14.
The letter also highlights that approximately 7-8 lakh candidates are expected to participate in this examination, requiring examination centers at the district level. The BPSC has instructed that exam centers be selected from reputed educational institutions equipped with necessary facilities like boundary walls, electricity, drinking water, benches and desks, restrooms, and clocks in each classroom. Additionally, the ease of access to these centers has been emphasized.
Detailed Vacancy List and Eligibility
The 70th Combined Civil Services recruitment includes vacancies for various administrative positions across multiple departments:
Level-9 Posts:
- Sub Divisional Officer/Senior Deputy Collector: 200 vacancies
- Deputy Superintendent of Police (Bihar Police Service): 136 vacancies
- State Tax Commissioner (Bihar Finance Service): 168 vacancies
- Various other departments: 174 vacancies
Level-7 Posts:
- Rural Development Officer: 393 vacancies
- Revenue Officer: 287 vacancies
- Supply Inspector: 233 vacancies
- Block SC/ST Welfare Officer: 125 vacancies
- Various other departments: 213 vacancies
Level-6 Posts:
- Block Minority Welfare Officer, Minority Welfare Department: 28 vacancies
With 1,957 vacancies across several departments, this is the largest recruitment in the history of Bihar’s Combined Civil Services.
Record-Breaking Applications Expected
The BPSC anticipates around 8 to 10 lakh applications for the 70th Combined Civil Services Exam, significantly higher than previous years. Earlier recruitments had 400 to 800 vacancies, attracting over 4 lakh applicants. With twice the number of vacancies this time, candidates from across the country who are preparing for civil services—especially those who have not been successful in clearing UPSC—are expected to take part.
New Negative Marking Rules
In a significant change for this year’s preliminary examination, the BPSC has adopted UPSC-style marking rules. Previously, one mark was deducted for every four incorrect answers; however, now one mark will be deducted for every three incorrect answers. BPSC Chairman Parmar Ravi Manubhai stated that this is the largest vacancy drive in the commission’s history.
Exam and Selection Process
The selection process for the BPSC 70th Combined Civil Services Examination involves three stages:
- Preliminary Exam
- The Prelims will feature 150 objective questions, all of which are multiple-choice. Candidates will have two hours to complete the exam, and negative marking will apply. Only candidates who score in the top 10 times the number of available vacancies will be shortlisted for the Mains.
- Main Written Exam
- The Mains will consist of three subjects:
- General Hindi: 100 marks (30% required to qualify; not counted in merit list).
- General Studies: Paper 1 and Paper 2, each worth 300 marks.
- Optional Subject: Candidates must choose one optional subject worth 300 marks. Each paper will be three hours long.
- The Mains will consist of three subjects:
- Interview
- Candidates who qualify in the Main exam will be called for an interview worth 120 marks. The final merit list will be based on 1,020 total marks (900 from the Main exam and 120 from the interview).
